Similar to the Protection ratio mode, SEAMCAT calculates the resulting blocking response by

           block_sensitivity                  the absolute power limit in (mostly negative) dBm from the mask (2)
            sensitivity_VLR                  the input parameters of the VLR (3)
            C/(N+I) and I/N                 the input parameters of the VLR.
